The Authority of the Keys
The office of the keys is defined as the preaching of the Gospel and the practice of church discipline, which together open or close the kingdom of heaven.
What is the office of the keys? The preaching of the holy Gospel and the Christian practice of repentance. Through these two, the kingdom of heaven is opened to believers, but closed to unbelievers.
The Power of the Gospel
The kingdom is opened through the public proclamation of forgiveness to believers and closed through the warning of judgment to those who reject the Gospel.
How is the kingdom of heaven opened and closed through the preaching of the holy Gospel? According to Christ's command, it's proclaimed and publicly testified to all believers that all their sins are truly forgiven by God for the sake of Christ's merit, whenever they accept the promise of the Gospel with true faith. On the other hand, it's publicly testified to all who reject or feign faith that God's wrath and eternal damnation rest upon them as long as they don't repent. According to this testimony of the Gospel, God will judge in this life and in the life to come.
The Practice of Church Discipline
Church discipline serves to admonish the unrepentant and, if necessary, exclude them from the sacraments until they demonstrate true repentance.
How is the kingdom of heaven opened and closed by the Christian practice of penance? According to Christ's command, all who call themselves Christians but teach or live unchristianly are repeatedly admonished pastorally. If they do not refrain from their errors and vices, they will be reported to the congregation or to those appointed by it. If they also do not follow the admonition, they will be excluded from the Christian congregation by these means through the denial of the holy sacraments and from God's kingdom by God Himself. However, they will be readmitted as members of Christ and the church if they promise and demonstrate true repentance.

Was ist das Amt der Schlüssel? Die Predigt des heiligen Evangeliums und die christliche Bußzucht. Durch diese beiden wird das Himmelreich den Gläubigen aufgeschlossen, den Ungläubigen aber zugeschlossen.
Wie wird das Himmelreich durch die Predigt des heiligen Evangeliums auf- und zugeschlossen? Nach dem Befehl Christi wird allen Gläubigen verkündigt und öffentlich bezeugt, dass ihnen alle ihre Sünden von Gott um des Verdienstes Christi willen wahrhaftig vergeben sind, sooft sie den Zuspruch des Evangeliums mit wahrem Glauben annehmen. Dagegen wird allen, die den Glauben verwerfen oder heucheln, öffentlich bezeugt, dass der Zorn Gottes und die ewige Verdammnis auf ihnen liegt, solange sie sich nicht bekehren. Nach diesem Zeugnis des Evangeliums will Gott in diesem und im zukünftigen Leben urteilen.
Wie wird das Himmelreich durch die christliche Bußzucht zu- und aufgeschlossen? Nach dem Befehl Christi werden alle, die sich Christen nennen, aber unchristlich lehren oder leben, mehrmals seelsorgerlich vermahnt. Wenn sie von ihren Irrtümern und Lastern nicht ablassen, werden sie der Gemeinde oder den von ihr Beauftragten namhaft gemacht. Wenn sie auch deren Vermahnung nicht folgen, werden sie von diesen durch Versagung der heiligen Sakramente aus der christlichen Gemeinde und von Gott selber aus dem Reich Christi ausgeschlossen. Jedoch werden sie als Glieder Christi und der Kirche wieder angenommen, wenn sie wahre Besserung versprechen und zeigen.
