The Meaning of Baptism
Baptism is an outward sign that points to the inward cleansing of our sins by the blood and Spirit of Christ.
Is the outward washing with water itself the washing away of sins? No; only the blood of Jesus Christ and the Holy Spirit cleanse us from all sins. Why does the Holy Spirit call baptism the 'washing of regeneration' and the 'washing away of sins'? God doesn't speak this way without a significant reason. He wants to teach us that just as water removes physical uncleanness, so the blood and Spirit of Christ remove our sins. More than that, He wants to assure us through this divine pledge and sign that we are truly washed of our sins spiritually, just as we are washed with physical water.
The Covenant Promise to Children
Children are included in God's covenant and should be baptized as a sign of their belonging to the church.
Should we also baptize little children? Yes, because they belong to God's covenant and His church just as much as adults do. They are promised the same redemption from sins through the blood of Christ and the Holy Spirit, who works faith, as adults are. Therefore, children should also be baptized as a sign of the covenant. This incorporates them into the Christian church and distinguishes them from the children of unbelievers, just as happened in the Old Testament through circumcision, which was replaced by baptism in the New Testament.

Ist denn das äußerliche Wasserbad selbst die Abwaschung der Sünden? Nein; denn allein das Blut Jesu Christi und der Heilige Geist reinigt uns von allen Sünden.
Warum nennt denn der Heilige Geist die Taufe das»Bad der Wiedergeburt« und die»Abwaschung der Sünden«? Gott redet so nicht ohne große Ursache. Er will uns damit lehren: Wie die Unsauberkeit des Leibes durch Wasser, so werden unsere Sünden durch Blut und Geist Christi hinweg genommen. Ja vielmehr: Er will uns durch dies göttliche Pfand und Wahrzeichen gewiss machen, dass wir so wahrhaftig von unseren Sünden geistlich gewaschen sind, wie wir mit dem leiblichen Wasser gewaschen werden.
Soll man auch die kleinen Kinder taufen? Ja; denn sie gehören ebenso wie die Erwachsenen in den Bund Gottes und seine Gemeinde. Auch ihnen wird, nicht weniger als den Erwachsenen, in dem Blut Christi die Erlösung von den Sünden und der Heilige Geist, der den Glauben wirkt, zugesagt. Darum sollen auch die Kinder durch die Taufe, das Zeichen des Bundes, in die christliche Kirche als Glieder eingefügt und von den Kindern der Ungläubigen unterschieden werden, wie es im Alten Testament durch die Beschneidung geschehen ist, an deren Stelle im Neuen Testament die Taufe eingesetzt wurde.
