XXXIX. Quod malum mendacii sine Deo surrexit.
God indeed made all good, just, and useful things through His Word; but the evil of lying, through which all injustice and every sin arose, came into being without Him; these things do not touch God in any way, but are alien to Him, and He judges those rebellious things with a sovereign judgment. The evil of lying arose without God, and it is the source of all injustice and sin.
