Chapter 28RegP.1.28

The Boundless Reach of Penitent Mercy

Even those liable to punishment for their crimes must not be denied reconciliation if they repent in extremity, since God's mercy admits no human timetable and Scripture testifies that true confession finds ready pardon.

And this applies even to those who must be punished for their own crimes: if in a time of necessity, when danger presses urgently, or at their last breath, they seek the shelter of repentance and then of reconciliation, neither satisfaction should be forbidden nor reconciliation denied. The sacred canons and the decrees of the apostolic see clearly show this — by the sacred, evangelical, apostolic, and prophetic authority — because we can set neither a limit nor a timetable to God's mercy; true confession allows no delay in receiving pardon, as God's Spirit declares through the prophet: "As soon as you groan, you will be saved." And further: "First confess your iniquities, so that you may be justified, because with the Lord there is mercy, and with him there is abundant redemption" (Psal. CXXIX, 7).

CXXIX, 7).
