Chapter 26FenelonExamen.1.26

§ XXV

The King's Duty Toward His Troops

The king must provide for his troops' needs, or he forces them into plunder and cannot rightly punish them for what necessity compels.

Do you give your troops the pay they need to live without plundering? If you don't, you put your troops under an obvious necessity to commit the plundering and the violence you pretend to forbid them. Will you punish them for doing what you know full well they can't help doing—and without which your service would necessarily be abandoned at once?

The Peril of Contemptible Authority

If the king punishes plunder while failing to provide, he makes his laws contemptible and his authority a self-contradictory sham.

On the other hand, won't you punish them when they openly commit brigandage against your prohibitions? Will you make the laws contemptible, and will you allow people to mock your authority so shamefully? Will you be plainly at odds with yourself? And will your authority be nothing but a deceptive game—to look as if it represses disorder, and to serve you whenever you please?1

The Hopelessness of Disorderly Troops

No discipline or order can be expected from troops whose officers and soldiers survive only by plundering, violating ordinances, and forced enlistment.

What discipline and what order can you hope for in troops where the officers can live only by plundering the king's subjects, only by constantly violating his ordinances, only by taking men by force and by deceit to enlist them—where the soldiers would starve if they didn't deserve to be hanged every day?
