Chapter 21FenelonExamen.1.21

§ XX

Justice in Royal Appropriations

The king must not tolerate ministers taking private property unjustly, and must actively seek truth and choose ministers who will restrain overreach.

Have you never tolerated—and even preferred to ignore—your ministers taking private persons' property for your use without paying its fair value, or at least delaying payment of the price, so that the delay harmed sellers forced to sell? That is how ministers seize private persons' houses to enclose them within the kings' palaces or their fortifications. That is how owners are stripped of their lordships, fiefs, or hereditary estates so that they can be turned into parks. That is how hunting captaincies are established, where captains favored by the prince strip lords of the right to hunt on their own lands, right up to the gates of their castles, and inflict a thousand vexations on the countryside. The prince knows nothing of it, and perhaps wants to know nothing of it. It is your duty to know the wrong done under your authority: inform yourself of the truth. Do not allow anyone to push your authority too far: listen favorably to those who will show you its limits; choose ministers who dare to tell you where it is being pushed too far; dismiss ministers who are harsh, haughty, and overreaching.
