§ XXXI
Wartime Cruelty and the Royal Conscience
A probing examination of whether the king has done needless harm in war, reminding him that enemies are brothers, that only necessary force is allowed, and that he must make reparation for all unauthorized violence.
During the war, have you never done needless harm to your enemies? Those enemies are still human beings, and they are still your brothers. If you are a true man, you should only cause them the harm that is unavoidable—the harm necessary to protect yourself from what they are planning against you and to bring them to a just peace.1 Haven't you invented and introduced new kinds of hostilities, purely out of passion and pride, with no real purpose?2 Haven't you authorized destruction, burnings, sacrileges, and massacres that accomplished nothing—acts you could have defended your cause without, and which didn't stop your enemies from fighting you anyway? You must give an account to God and make reparation, to the full extent of your power, for all the unnecessary harm you authorized.
