§ XVII
The Hidden Exactions of Underpaid Officials
The king must examine whether he has provided subordinate officials with adequate salaries and restrained their ambition, for otherwise he is responsible for the secret exactions they are driven to commit.
Have you given all the clerks in your ministers' offices, and the other people who hold subordinate posts, reasonable salaries so they can live decently without taking anything from the handling of official business?1 At the same time, have you restrained the luxury and ambition of those people? If you have not done so, you are responsible for all the secret exactions they have practiced in their posts.2 On the one hand, they only enter these posts counting on living there in style and making quick fortunes there. On the other hand, they usually don't have, in salary, a third of the money they need for the respectable expenses they keep up with their families. They usually have no property by birth: what do you expect them to do?3 You put them in a kind of necessity of secretly taking everything they can snatch from the handling of affairs.4 That is obvious: and it's closing your eyes in bad faith not to see it.
The King's Remedy: Generosity and Restraint
The king ought to increase the salaries of his subordinates while curbing their excessive ambition, setting them on a modest and sustainable footing.
You ought to give them more, and keep them from setting themselves up on too grand a footing.

Notes
- 1 ↩French expéditions here means the drawing up and dispatch of official papers/acts, on which clerks often took fees under the Ancien Régime—not military campaigns.
Translated as the intended 'Si vous ne l'avez pas fait' / if you have not done so (the duties just named).
- 3 ↩Source begins 'Bs n'ont'; treated as corrupt for 'Ils n'ont' ('They usually have...').
- 4 ↩l'expédition des affaires: the processing/dispatch of official business, the same fee-taking channel as expéditions in s1.
